JUNE 7, 2010
The Green Township Planning Commission met on Monday June 7, 2010 in the Green Township Hall.
The meeting was called to order at 7 p.m. The Pledge of Allegiance was recited and roll call was taken.
Commission Members Present: Gunter Buergerhoff, Vivian MacArthur, Roxanne Foor, Donna Yeager, Tammy Bates, Dolores Sumerix
Commission Members Absent: Tom Kane – Excused.
Guests Present – None.
A welcome was given to Roxanne Foor, who is the newest member of the Planning Commission.
Moved by Donna Yeager and supported by Tammy Bates to adopt the agenda. Motion carried.
Moved by Tammy Bates and supported by Roxanne Foor to approve the minutes of the January 4, 2010 meeting. Motion carried. There was no meetings held February, March, April or May due to lack of business.
Public Comment : None.
Old Business:
There was more discussion on GAAMPS (Generally Accepted Agricultural and Management Practices). Tammy presented information she received from Denise Cline. It was determined that we need more information on GAAMPS and The Right To Farm Act. Denise Cline of NEMCOG will work on setting up a training session with Kurt Schindler, MSU Extension.
Tammy reported that the text amendment on Loon Lane was approved by the Green Township Board.
Roberts Rules of Order was purchased and will kept on file at the Green Township Hall.
New Business:
Tammy reported that our Zoning Administrator had questions regarding a zoning permit and contacted Denise Cline of NEMCOG to review the Zoning Ordinance and zoning map. Denise found that an error was made on the zoning map in the area of Fishing Site Road. It was recreation and it should have been residential. Denise corrected the map. We have a new map to replace the one in the Zoning Ordinance, with the minor changes that were needed.
Tammy Bates informed us that Green Township has our own web site. Roxanne Foor will be working on information to put on the website to explain what process to follow for various items: (i.e. Building permits, Zoning permits, etc.) They will explain the various forms and what they are for from the Planning Commission, the Zoning Board of Appeals, and other processes.

The Green Township Planning Commission met on Monday January 4, 2010, in the Green Township Hall. The meeting was called to order at 7 p.m. The Pledge of Allegiance was recited and roll call was taken.
Commission Members Present: Gunter Buergerhoff, Tammy Bates, Donna Yeager, Vivian MacArthur, Dolores Sumerix, Tom Kane (Late).
Commission Members Absent: Lenny Rozdoske.
Guests Present: Roxanne Foor.
Nominations for Chairman, Vice Chairman, and Secretary were opened.
Vivian MacArthur nominated Tom Kane for Chairman. Nomination withdrawn due to Tom’s absence.
Moved by Tammy Bates and supported by Dolores Sumerix to nominate and unanimously elect Gunter Buergerhoff as Chairman. Motion carried.
Moved by Tammy Bates and supported by Donna Yeager to nominate and elect Tom Kane as Vice Chairman. Motion carried.
Moved by Tammy Bates and supported by Donna Yeager to nominate and elect Dolores Sumerix as Secretary. Motion carried.
Tom Kane entered the meeting and agreed to assume the Vice Chairman position.
Moved by Donna Yeager and supported by Tammy Bates to adopt the agenda. Motion carried.
Moved by Tammy Bates and supported by Tom Kane to approve the December 5, 2009 minutes with the corrections as noted. Motion carried.
PUBLIC COMMENT: Roxanne Foor had some questions on who keeps track of all the complaints in the township. She thought it would be interesting to see where most of the complaints were and about what. Roxanne was advised to check with Eric Smith (Green Township Supervisor) in that the Zoning Administrator reports to him.
Moved by Tammy Bates and supported by Tom Kane to adopt the most current edition of Roberts Rules of Order for the Planning Commission to follow. Motion carried.
It was suggested that Tammy Bates purchase a copy of Roberts Rules of Order to have at The Green Township Hall. Tammy will also check to see if they may be available on a CD.
Moved by Tammy Bates and supported by Tom Kane to approve the schedule of meeting dates for 2010: January 4, 2010, February 1, 2010, March 1, 2010, April 5, 2010, May 3, 2010, June 7, 2010, July 5, 2010, August 2, 2010, September 7, 2010 (Tuesday because of Labor Day) October 4, 2010, November 1, 2010, December 6, 2010. These are all the first Monday of each month except for Labor Day. Motion carried.
Opened Public Hearing at 7:25 P.M. Roxanne Foor was present . No Comment.
Public Hearing was closed at 7:28 P.M.
Moved by Tammy Bates and supported by Donna Yeager to amend text in Section 5.1 (B) (1): to read: There shall be a front yard (all property adjacent to Loon Lane) of no less than 40 feet for parcels located on Loon Lane. (For further background, it was set at 20 feet in the new zoning ordinance adopted on March 2009 but prior to that date was set at 30 feet)
Discussion points follow:
- Donna Yeager noted the change will affect the front yard of some property owners and the back yard of some others.
- Tom Kane noted that in an emergency responder’s perspective having no further encroachment upon the road by buildings, it will make it safer for the public and the first responders.
- Tammy Bates stated it would allow the property owners to improve the roadway if they choose to.
A roll call vote was taken on the above motion: AYES: Vivian MacArthur Tom Kane, Donna Yeager, Gunter Buergerhoff, Dolores Sumerix, and Tammy Bates. NAYS: None. Motion carried.
Old Business: Denise Cline of NEMCOG is doing some research on GAAMPS.
New Business: Vivian MacArthur is also going to do some research on GAAMPS.
Moved by Tom Kane and supported by Donna Yeager to adjourn at 7:45 p.m. Motion carried.
